In September 2015 the United Nations Development Programme in Ukraine (UNDP) was requested by the Government of Ukraine to assist in building a software complex for the Unified registry of asset declarations from persons authorized to fulfil state and local government functions.
Maintaining and monitoring the asset declarations of public officials is one of the core functions of the newly-established National Agency on Corruption Prevention (NACP), and forms a core element of Ukraine's Anti-Corruption Strategy and Action Plan. It has also been the subject of a number of commitments made by Ukraine to its international partners and can be considered a key element of the reform process.
UNDP subsequently helped develop the software which allows submitting digital asset declarations, which will be mandatory for all public officials according to recently adopted legislation, as well as their storage for further inspection by the NACP. The software also enables publicly available search and preview through the dedicated web-portal. The functionality of this software package was confirmed through a number of tests, including those conducted with direct involvement of NACP representatives and experts of the State Service of Special Communication and Information Protection of Ukraine (SSSCIP).
Based on the successful test results and clarification of all legal safeguards the software package was officially handed over to the NACP on 27 July 2016. UNDP presented the system to the Prime Minister and other Cabinet members and NACP reconfirmed the commitment to launch it on 15 August 2016. As of today, the electronic asset declaration system, a state-of-the-art advanced tool for ensuring integrity in the public service, is ready for launch from the technical point of view.
The last outstanding procedural requirement to launch the system officially is a certificate of comprehensive information protection from the SSSCIP. The certificate is considered a prerequisite for the declarations in the new digital system to have legally-binding consequences according to Ukrainian law.
On 5 July 2016 NACP and SSSCIP agreed on a timed roadmap for receiving the certificate prior to 15 August 2016 – the date that was set as full-fledged launch of the asset declaration system.
UNDP wishes to emphasize that the launch and operation of the system fall under the exclusive mandate and responsibility of state institutions, but stands ready to assist as and when requested, to facilitate an effective launch and use of the electronic asset declaration system.
UNDP hopes that the previously agreed terms will be adhered to and the electronic asset declaration system will be launched in its official, legally-binding capacity on 15 August 2016.
