UNDP's Enhanced Public Sector Transparency and Integrity Project provided expertise to organise the testing, including development of 1,100 test questions evaluating knowledge of anti-corruption legislation and their integration into the examination programme.

A portion of candidates was tested on anti-corruption legislation. Other candidates, aspiring to work at supporting departments, underwent testing of their general logical skills.

"UNDP has provided all technical support in order to organise the testing, which was held at the National Technical University of Ukraine 'Kyiv Polytechnic Institute'. During the testing on anti-corruption legislation, two candidates were caught cheating: one was using an earpiece and a recorder, and the other one accessed the Internet searching for correct answers."

Observers attended the testing as representatives of such organisations as the United Nations Development Programme, European Union Mission in Ukraine, Transparency International Ukraine, Anti-Corruption Headquarters, and Center for Political and Legal Reforms.
