“Efficient and result-oriented cooperation between the civil society and state authorities is crucial”: Blerta Cela

Kyiv, September 13, 2018: Assessment of the civil society-state bodies' collaboration was presented. The study was conducted by CCC Creative Centre with UNDP support.

 

“Efficient and result-oriented cooperation between the civil society and state authorities is crucial to speed up reforms and protect human rights”, stressed today Blerta Cela, Deputy Country Director Programme, at the presentation of assessment of the civil society-state bodies' collaboration, conducted by CCC Creative Centre with UNDP support.

 

CCC “Creative Centre” elaborated on the methodology to assess the existing state of the civil society-state authorities’ cooperation, while the regional experts piloted the research methodology on 9 central executive and self-government bodies from different parts of Ukraine.

 

The methodology focuses on the assessment of such key areas of the civil society-state bodies cooperation as information sharing, public consultations, civil society engagement in policy- and decision-making, and the level of partnership between both parties. The experts also provided specific recommendations on how to improve the cooperation.

 

“Often, state authorities have a narrow understanding of cooperation with the civil society: that is to hold a joint press conference or event. But such an approach excludes real civil society’s engagement in the process of policy- and decision-making. Such assessments should be systematic and consistent to successfully reform the public administration”, - concludes Volodymyr Kupriy, First Deputy Head of the National Agency on Civil Service of Ukraine.
