Strengthening Capacities of the Office of the Ombudsperson Project (2015-2018) is funded by the Danish Ministry of Foreign Affairs and implemented by UNDP in cooperation with the Ukrainian Parliament Commissioner for Human Rights. The overall aim of the OO Project is to capacitate the Ombudsperson's Office (OO) to contribute to reform agendas in line with human rights standards and respond to human rights challenges in Ukraine, while mobilizing national authorities and human rights defenders to improve the overall human rights record of the country.

To act as an effective an efficient actor and to increase rights-holders awareness on key human rights messages and information the OO requires a comprehensive, actionable, realistic and targeted communications strategy. These would enable both delivery of targeted human rights messages to the rights-holders and, on the other hand, strengthening the cooperation with the journalist community in order to ensure sustainability of the channels for delivery of human rights information. The Strategy will have a dedicated section with emphasis on promoting gender equality, and all materials (photo, video, audio, digital) produced under the project will undergo gender expert assessment.

In parallel, the project intends to strengthen OO collaboration with the human rights journalism network established by UNDP in 2012. Existing members will receive update trainings and new media professionals will be trained/sensitized by the OO on human rights issues with the aim to increase a pool of those media who can serve as a channel for delivering the human rights related information and as a human rights educator.
 
Duties and Responsibilities

Under the direct supervision of the Human Rights Team Lead and in close cooperation with the UNDP Communication Unit, the incumbent will:

• Provide technical assistance in activities pertaining to the creation, roll-out and proper monitoring of the OO Communication Strategy;
• Ensure delivery of human rights messages within and between the OO, duty-bearer institutions and partner civil society organizations (CSOs);
• Develop and maintain a system of monitoring and reporting of project activities;
• Establish and maintain project media relations for reaching main donors, partners and general public audiences; organize PR and media activities themed on human rights;
• Liaise with governmental/non-governmental institutions, CSOs, academia and UNDP;
• Administer knowledge management component;
• Support research, documentation, assessment studies on the project and related policy activities;
• Develop, produce and disseminate project experience/promotional materials such as leaflets, brochures, articles, audio-video, success stories, etc.;
• Organize events including donor/partner visits and support field offices in holding such visits;
• Ensure regular update of the DHRP website and submit regular updates on the UNDP Ukraine web-site and to the donor if required;
• Prepare ad hoc information materials about the project;
• Perform other duties as required.

Measurable outputs of the work assignment:

• Monthly/quarterly/annual/ad hoc reports are prepared;
• Donors/partners/media visits are held;
• Advocacy/public awareness/policy related events held;
• Comprehensive study on the subsidiary regulations and legislation in the framework of the project is supported;
• Web-site updated regularly;
• All assignments performed in a quality and timely manner.

Performance Indicators for evaluation of results:

• Project related reports are timely prepared and disseminated;
• Information and communication activities are well coordinated, inputs from the all stakeholders considered and activities are implemented.

• Sound knowledge of modern information technologies including websites and social media;

Required Skills and Experience

• Master's degree or equivalent in communications, public relations, social sciences, journalism or related field;
• Five years of progressively responsible experience in the field of communication, monitoring and/or reporting or related field;
• Knowledge of human rights situation in Ukraine is a strong asset;
• Knowledge and experience in conducting/managing research in social science would be an asset;
• Excellent computer skills (including Adobe Acrobat, PhotoShop);
• Professional fluency in English, Ukrainian and Russian.
