HUMAN RIGHTS INSTITUTIONS – REACHING OUT TO THE REGIONS

This overview looks at 5 cases of regional representation of a human rights defense system – those in Canada, Colombia, Croatia, India, and Spain. The publication highlights peculiarities of mandate distribution and coordination between the national and regional entities both under “centralized” and “network coverage” models. Suggested summary findings may inform further development of the Ukrainian “Ombudsperson +” model in its drive for wider regional presence for more accessibility of human rights defense mechanisms in the country.

The “Strengthening Capacities of the Office of the Ombudsperson” project is implemented by UNDP with support of the Ministry of Foreign Affairs of Denmark. It is aimed at strengthening capacities of the Ombudsperson’s Office to contribute to the reform agenda, implementing its mandates, and responding to human rights challenges in Ukraine, while mobilizing national authorities and human rights defenders to improve the overall human rights record of the country
